  Washington Post Visits Bellwether County

As Carroll County votes, so does the nation. The county has had the status of a bellwether county with the exception of 1960, when local voters chose Richard Nixon over the ultimate victor, John F. Kennedy. Since then, for forty-three years the voters have restored and maintained their status of casting a majority of votes for the ultimate victor.

Washington Post report Dan Balz was in Carroll County last week to interview potential voters about the 2004 elections. The Post ran two stores – an internet-based version, and a more lengthy report in the print edition. The Internet version featured the comments of County Mayor Kenny McBride, a democrat, and Huntingdon Mayor Dale Kelley, a republican.

In 1988, the Post visited Carroll County to write a similar story. Back then it was an election involving candidates Michael Dukakis and George H. Bush.

In the story that appeared last Sunday, McBride said local people are “scared” about the economy and the effects of NAFTA and the free trade agreement with China. Those agreements cost Countians 2,000 jobs. The shaky economy also has prospective industries concerned about an expansion or move. McBride said local people question why we’re losing innocent lives every day.

Kelly said a lot of local folks are apprehensive as it relates to the economy, but a real sense of patriotism exists in the area following 9/11. Kelly said he believes most people are supportive of President Bush and his commitment to stay the course in Iraq. He believes Bush would “carry” Carroll County today.

McKenzie to Hold Public Hearing on Three Areas to Annex

McKenzie Mayor and Council will conduct a public hearing concerning the proposed annexation of three areas adjacent to the corporate limits of McKenzie this Thursday. Members of the public are invited to address issues concerning the annexation of a portion of Tower Road, U.S Hwy 79N to the Henry County line, and the Hansen Meadows subdivision area. The Council is expected to vote on the issue following the public hearing. If a majority of the council votes in favor of annexation, a second, confirming vote will be held at a later date.

The three areas include 77 households with an estimated population of 188.
Estimated annual revenue from the annexation would total $40,036.00 including $22,433.00 in property taxes and $17,603.00 in state-shared revenues. As no businesses exist within the area, no sales tax revenues would be realized.

Estimated cost of infrastructure development including the costs of easements, engineering, legal fees and administrative fees, is $1,944,625.00. The extension of water and sewer to the areas will bear the majority of the cost. Cost for water and sewer extensions are estimated at $205,000 for Highway 79 area, $354,000 for the Hansen Meadows area, and $1,122,000 for the Tower Road area. See maps of the area in the October 29 edition of The Banner for more details.

In the Highway 79 area, only one house is included. The area will be zoned UAG (Urban Agricultural District). Area 2 - Hansen Meadows area, including Cherrywood Road, a portion of Mary Grace Lane, and all of the Hansen Meadows subdivision, includes 27 residents with an estimated population of 66. Area 3 - Tower Road annexation includes 56 houses with an estimated population of 137. The area includes a portion of Tower Road including Bolton Lane, Thorndale, Chesapeake, Laurelwood and a portion of Casey Lane. Both Area 2 and 3 are proposed to be zoned R1 (Low Density Residential).

McKenzie Mayor and Council meet at 7:00 p.m. Thursday, November 13, 2003 in the McKenzie Municipal Complex.
