Hansen Meadows, Tower Road Annexation Suspended |

McKenzie Mayor Walter Winchester announced during the
Thursday, October 13, 2003 regular session of the McKenzie
City Council that annexation measures regarding the Hansen
Meadows and Tower Road areas would not proceed at the
present time as "the numbers that have been produced at
this time are not in our favor."
At least 25-30 citizens attended the meeting in
anticipation of the public hearing on the Hansen Meadows
and Tower Road areas of proposed annexation.
The Council did proceed with the public hearing and first
of two readings regarding the annexation of Area 03-01
(Highway 79N from city limits to county line) after first
adopting the plan of services for the area. The Council
also approved an ordinance zoning the area as an urban
agricultural zone.
Community Planner Jack Brown explained most of the area
was currently used in agriculture and the zone would allow
that use to continue while acting as a holding zone
pending future development. There is one residential
dwelling in the Highway 79N Annexation Area. |

McKenzie Banner Wins Best Insert in Tennessee |

The McKenzie Banner earned the distinction of providing
the "Print Best Special Insert" in the State of Tennessee
for its work to provide information about the American
Cancer Society's Relay for Life and the work of ACS.
Ramona Washburn, publisher, accepted the award during a
ceremony hosted by ACS in Jackson on Thursday, November
13.
The award recognizes the most outstanding example of a
special insert that provides a comprehensive portrayal of
the work of the American Cancer Society.
The Banner published a special 16-page tabloid section
entitled "Relay Goes Hollywood" to publicize the Carroll
County North unit's Relay for Life, held May 9 and 10,
2003. The section provided a schedule of events,
photographs of each of the participating teams, sponsors,
committee members, photographs of previous Relay events,
two pages of honorariums and memorials, and feature
stories on Mildred Colotta and Shelba McCaslin - the two
honorary co-chairmen. Additionally, the special section
provided philosophy statements of the American Cancer
Society and facts and figures concerning cancer and cancer
research.
The Jackson office of the American Cancer Society provided
statistical and logistical information for the special
section while Relay co-chairmen Karen McCaleb and Mona
Cude assisted with gathering information for the local
Relay event. Banner Feature Writer Deborah Turner wrote
the feature stories about the two honorary chairmen, and
Wayne Bannister added his artistic touch to the special
section. The entire special section was produced without
advertising support.
The section was an extension of the work provided by the
Banner to the American Cancer Society for many years.
Ramona Washburn has volunteered with the American Cancer
Society for approximately fifty years, helping with Love
Lights a Tree, the annual cancer bake auction, and serving
as the first Relay for Life chairperson in Carroll County.
The Banner also won a "media award" among other local
media. The award recognizes the work of local newspapers,
radio and television stations that "go above and beyond to
spread the work of the American Cancer Society and Relay
for Life throughout the year." The awards were presented
to: Carroll County News-Leader, Chester County
Independent, Crockett Times, Clear Channel Radio, Gibson
County Broadcasting, McKenzie Banner, Paris
Post-Intelligencer, State Gazette/Dyersburg News, Wayne
County News, WBBJ-TV, WCMT-Martin, and WHDM-McKenzie. |

HOPE Center Votes to Sell Group Homes |

HOPE Center, Inc. voted to sell each of its two group
homes in McKenzie and Huntingdon to the respective city
governments for $30,000 each. The board voted Thursday,
November 13 to sell the homes at a fraction of the
appraised values.
Chairman Marie Burzler echoed the sentiments of fellow
board members who expressed gratitude that the cities
will continue to provide housing for the clientele
formerly served by the HOPE Center.
Burzler said she is working with Mary Margaret Collier
in the Tennessee Comptroller's Office to dissolve the
HOPE Center corporation and pay down its debts. She said
the $60,000 received from the two homes will pay debts
and the board will not realize any proceeds from the
sale. All monies will go to H.U.D., the State of
Tennessee, and the Internal Revenue Service. Some bills
will possibly never be paid, predicted Burzler.
The IRS has seized the Paris Street, Huntingdon workshop
building, said Burzler. All personal property should be
removed from the building in the next few months. The
IRS now has control of the building, which is being
rented by Community Developmental Services, a successor
agency serving clients previously served by HOPE.
CDS is not associated with HOPE, Inc.
Board member Laddie Lollar questioned if HOPE still owed
money to former employees. Mrs. Burzler said one or two
employees still have longevity pay due them.
HOPE board must convene "two or three" more times until
the corporation is dissolved, said Burzler.
Board members attending were: Evoynne Eskew, Barbara
Hampton, Dr. Laddie Lollar, Nora Williams, Verdie
McCullough, and Wade Allen. |

Brian Tucker, Roger Christian Assume Positions of
Leadership within McKenzie's Fire and Rescue Department |

Brian Tucker and Roger Christian, both 1991 graduates
of McKenzie High School, assumed the top two positions
within McKenzie's Fire and Rescue Department Thursday
evening when the McKenzie Board of Mayor and Council
voted unanimously to approve the appointments
recommended by Councilmember Darra Adkins, who acts as
liaison for the Department.
Brian Tucker was promoted from battalion chief to chief,
a position that was vacated by former Chief Larry Cook
whose retirement from the Department was effective
October 31.
Roger, formerly a captain, was promoted to battalion
chief, becoming second in charge in the hierarchy of the
Department. Two Assistant Chiefs share nighttime
responsibility of the Department. Assistant Chief Jimmy
Stambaugh (co-owner of Stambaugh Roofing) and Joe
Perkins (of Jerry's Muffler Shop and Garage) each work
three nights per week at the Firehouse.
Chief Tucker attended the Tennessee Technical Center
following high school, becoming a certified machinist 1
in 1992. He worked in that vocation until 1995 when he
left Paris Tool and Die to join the McKenzie Fire
Department full time.
Brian and wife Amanda have two daughters: three-year-old
Shelby and one-year-old Jenna.
Battalion Chief Christian has been married for thirteen
years to the former Brenda Milton. They have two
children: Kayla Marie, age 9 and Justin Thomas, 4.
Roger worked for the City of McKenzie Parks and
Recreation Department before becoming a fulltime member
of the Fire and Rescue Department. He joined the squad
as a volunteer in 1997.
McKenzie's Fire and Rescue Department is one of only two
departments in Tennessee with a Class III ISO rating,
according to Chief Tucker, and the only department in
Carroll County with as low a rating.
The State of Tennessee Website explains, "The ISO
analyzes water systems, emergency communications, and
fire department operations to determine a general rating
(that is) plugged into a formula that considers the
location of the nearest fire station and hydrant. An ISO
rating is used to determine your house insurance
premium. Ratings go from a Class 1 (the best) to a Class
10(unprotected), so the lower the better."
Not one to rest on the laurels of the present, however,
Chief Tucker stated his main goal for the fire
department is to improve. "We have a lot of great guys,"
he said. They plan to continue the service presently
offered while improving within the department and
increasing public relations within the community. |
