  Watershed Authority Gets Possession of Mitigation Site

Carroll County Watershed Authority has been granted possession of acreage along Crooked Creek after the Carroll County Circuit Court authorized a writ of possession. The Watershed Authority had filed a lawsuit against three middle Tennessee landowners to take the property by eminent domain.

Robert Keeton, II, the attorney for the Watershed Authority, said landowners Randall D. Stutts and wife Marietta Stutts, of Kingston Springs, Jeffrey D. Davis of Nashville, and Francis M. Adelman and wife, Susan, of Nashville can still contest the purchase price of the property.

Records show the defendant landowners bought the property in 1999 for a price of $540,000 from Tippitt Farms. The Authority offered landowners $625,000 for the property where a proposed mitigation site will be built as part of the U.S. Corps of Engineers 404 construction permit. Construction of a wetland mitigation site is a necessary step to build a 977-acre recreational watershed lake along Reedy Creek in the Leach Community.

In November 2000, local voters approved a $10 increase in the wheel tax to fund the $3 million local share of the estimated $10 million project.

Because 119 acres of existing wetlands will be displaced by constructing the lake, the Authority must replace the land on a "mitigation" site along Crooked Creek. Trees will be planted in the mitigation site and two miles of Crooked Creek will be returned to its original prechannelized streambed. During the early 1900s, Crooked Creek and many small rivers in West Tennessee were channelized, which has proved to be problematic in later years. Restoring Crooked Creek to its original bed will be a "model project" and the first in the nation, according to Dale Kelley, secretary of the Watershed Authority.

In May, the Authority installed a stream monitoring system along Reedy Creek, which will be dammed to create the new lake. Monitoring equipment will remain for a minimum of one year before the start of construction.
 
     
  Son of TWRA Agent Drowns on Kentucky Lake

The body of 21-year-old Joshua "Josh" Clay Riley was recovered early Monday morning from Kentucky Lake where he drowned Saturday afternoon after reportedly saving the life of a friend.

Riley, who is the son of TWRA Agent Clay Riley and his wife, LeChon Riley of Springville, was in a pontoon boat and his friend, Luke Rawls of McKenzie and Luke's four-year-old son were riding on inner tubes near the boat. According to reports, Luke fell into the water and Riley jumped in the water without a life jacket and swam approximately 60 feet to take a life jacket to his friend. After the assist, he swam to the child that was on the tube.

He reportedly made it to the tube, but apparently became so exhausted that he went underneath the water at that point.

Debbie Canady, Unit Director of Henry County Rescue Squad, said Luke and his son watched as Riley went under the water at approximately 4:30 p.m.

"He (Luke) attempted to find him, but couldn't," said Canady. "They are both just devastated."

Canady said it is believed that the distance he had to swim and the water conditions on Saturday were just too much for him.

"The water was really, really rough and it was windy," she said.

Luke used a cell phone to call for assistance when he was unable to locate Josh. The boat was located near an area known locally as Budweiser Beach, a popular hangout for folks in that area.

Canady said her unit was on the water and began the search at 5 p.m. Saturday.

"We were there constantly until his body was recovered," she said.

She said they were overwhelmed with the outpouring of help from everyone. She noted that 12 rescue squads and 100 rescuers assisted in the search for the missing man.

Dr. Rita Tinsley and Rob Camper from North Stewart Canine Unit in Dover responded immediately to get a dog in the water, she said.

Captain Kathy Clark of Carroll County Rescue Squad responded with seven members, bringing their cadaver dog and boat equipped with sonar. Also responding to the call for help was rescue squads from Benton, Weakley, Obion, Crockett, Hardeman, Perry, Dyer, Chester, Henderson, and Brownsville-Haywood counties.

Canady said fortunately Benton County was hosting a state-level dragging class at Birdsong Marina in Camden with squads throughout the state in attendance.

"When they heard about it, they all wanted to help, even though some were facing a 500-mile return home trip," she said.

She added that the owner/manager of Mansard Island Resort and Marina offered his services as well. He closed the boat dock to the public in order for rescue units to be able to launch their boats there and TWRA used the area as a command post. He also provided free of charge one of his rental trailers for rescuers to have a place to rest and clean up between search missions, she said. Federal Wildlife officials and TVA police also came to Mansard to provide security on water and land to free up TWRA officials to participate in the search, she said.

Both Mansard and Buchanan Resorts furnished officers with food and drinks throughout the search period.

"We appreciate all the help, as well as the churches who brought food, and the individuals who offered their boats," said Canady.

Officials noted they also received help from Lowe's Home Improvement Warehouse in Paris, where Josh worked as a department manager. The store supplied a portable generator, lights, extension cords, spotlights to use during the night, chairs and several gas cans full of gas.

TWRA and Henry County Rescue officials found Riley's body floating in approximately 18 feet of water at 5:55 a.m. Monday, just south of where the boat was originally located.

Josh married the former Kristi Mayo on May 24, 2003 and the couple resided at 408 Whitehall Circle in Paris.

He was a member of East Wood Street Church of Christ. He was a 2001 honor graduate at Henry County High School, where he was a member of the Madrigals and Henry County soccer team. He attended Freed Hardeman University where he was a member of the soccer team.

Funeral services were at 2 p.m. Tuesday at East Wood Street Church of Christ with McEvoy Funeral Home of Paris in charge. Burial was in Sulpher Well Church of Christ Cemetery.

He also leaves a sister, Brittany Riley of Springville.

 
     
  Doris Blackman Appointed McKenzie Middle School Principal  
 
  
Doris H. Blackman of McKenzie has been selected to serve as principal at McKenzie Middle School. Mrs. Blackmon will fill the position vacated by Lynn Watkins, who resigned to accept employment with Stambaugh Roofing.

Mrs. Blackman comes to McKenzie school system from Henry County, where she served as middle school teacher at Henry Elementary in grades 7 and 8.

She is a graduate of Henry High School and received a Bachelor of Science degree in secondary social studies from Bethel College. She earned a Master of Education degree from Winthrop University in Rock Hill, South Carolina, with emphasis in reading and language arts. She also completed graduate work in the study of dyslexia at Middle Tennessee State University and reading at the University of Tennessee at Martin.

She taught 15 years in secondary and elementary grades in South Carolina, as well as serving as assistant principal and principal for five years in South Carolina.

Her career includes 1 1/2 years at Bethel College, where she taught in the educational department and 10 years at West Carroll and Henry County, where she served as supervisor of instruction.

Mrs. Blackman has lived in McKenzie since 1990 and is married to Larry Blackman, a teacher at Sharon Elementary.

She is a member of Long Heights Baptist Church. She and her husband raise Morgan horses and she enjoys playing tennis and gardening.

She is the daughter of Mr. and Mrs. Raymond Hinton of McKenzie. She has five brothers and sisters, including Ron Hinton of McKenzie.

"I am very pleased and excited about the opportunity," said Mrs. Blackman. "I have always heard good reports on McKenzie schools, so I'm very excited."
 
     
  McKenzie Schools Open August 9  
 
  
Students in the McKenzie Special School District will begin the 2004-05 school year on Monday, August 9 at 8:00 a.m. and will be dismissed at 11:15 a.m. Students will begin a regular 8:00 a.m. to 3:00 p.m. schedule on Tuesday, August 10.
with the state law, a child entering school for the first time must present:

1. A birth certificate or official evident of date of birth.

2. Evidence of a current physical examination.

3. Evidence of state-required immunization.

A child entering the first grade must be six years old and a child entering kindergarten must be five years old on or before September 30.

Parent orientation meetings are scheduled as follows: Thursday, August 5: 6:30-8:00 p.m. for parents/guardians of students who will attend kindergarten or grades 1, 2, 3 and four. Location of orientation is McKenzie Elementary School, 165 Brooks Avenue, McKenzie. Thursday, August 5: fifth grade open house at 6:30 p.m., location is McKenzie Middle School, 80 Woodrow Avenue, McKenzie.

The school cafeterias will be open for breakfast on Monday, August 9. Breakfast and lunch will be served beginning August 10. Lunch prices will be $1.25 for grades K-4 and $1.50 for grades 5-12. Reduced price meals will be 40 cents for all grades. Extra milk will be 25 cents per carton. Students who were eligible for free or reduced price breakfast and lunch last year will remain eligible until new applications are processed (about one week). Breakfast charges will be 50 cents for grades K-4 and 75 cents for grades 5-12. Reduced price charges will be 30 cents for all grades.
